Using the Microsoft Active Directory cmdlets, locating locked-out users is a snap. In fact, the Search-ADAccount cmdlet even has a lockedout switch.
You can also user it as schedule to periodically unlock locked users:
import-module ActiveDirectory
Search-ADAccount –LockedOut
Search-ADAccount -LockedOut | Unlock-ADAccount
Search-ADAccount –LockedOut
